I'm troubleshooting an app that stopped working with the latest update. One thing I need to do is enable the Automation permission, but for whatever reason, you can't add an app directly unless there's an app already there, and for whatever reason the app I'm trying to troubleshoot isn't asking this. Of course you can still open unsigned apps, but it’s a pain in the ass. Let’s say you want to open a free app like Audacity. Open it and you will get this pop-up Ok, nothing new here. This was present in previous OS X version too. However, in previous versions you always had the option to set OS X and allow unsigned apps from “Anywhere”. Apple really, really wants you to download apps from the App Store so they've made it difficult to download applications from unidentified developers. In previous versions of OS X, you could simply open the Security & Privacy settings and choose to allow apps downloaded from anywhere. But on macOS Sierra that option is gone. Select the option for Allow apps downloaded from: to Anywhere Close the security settings window Double click on the installer file again and click the Open button when prompted.

You can also undo this and go back to the default strict Gatekeeper settings to allow only apps from the Mac App Store and identified developers by entering the following command string:
sudo spctl – master-enable
Pressing return and reauthenticating will revert macOS Gatekeeper to its strict default state of not allowing arbitrary apps to start.
